The Federation Council of the Russian Federation has proposed rigging Russian shadow tankers with explosives and detonating them if they are detained by foreign states, in order to cause environmental disasters.

A Russian official has called for explosives to be planted on civilian vessels linked to Russia so that they can be destroyed if attempts are made to seize them due to sanctions.

According to his plan, the threat of large-scale environmental pollution should deter European countries.

“We need to plant explosives on the tankers we use. They should be detonated upon receiving the appropriate orders or if the tanker deviates from its route and is forced to call at a foreign port. "If they have a few oil spills right under their noses, with the corresponding environmental consequences, they’ll come to their senses right away," Rogozin stated.

Russian military bloggers have picked up on this idea. They note that since the Russian Navy is unable to provide military escorts for hundreds of civilian vessels, the threat of a sinking and an oil spill off the British or European coasts is the only effective “lever of pressure.”
