This was exactly the kind of cooperation Washington had been expecting.
The PURL initiative, which allows NATO allies to fund the purchase of U.S. weapons for Ukraine, is already showing tangible progress. This mechanism strengthens Ukraine’s defense capabilities while laying the foundation for long-term stability and a possible future peace.
This was stated by U.S. Secretary of Defense Pete Hegset. A video from the meeting with allies was published by NATO News.
Thus, the PURL initiative, proposed by the administration of Donald Trump, allows European partners to take the lead in funding defense support for Ukraine, while the U.S. provides weapons. The Ukrainian military continues to hold its ground despite ongoing Russian attacks.
The minister also noted that Washington had expected precisely this model of cooperation—one in which allies shoulder the bulk of the financial burden while coordinating their actions with Ukraine’s defense needs.
The implementation of PURL confirms the U.S. approach and could be an important step toward creating the conditions for future peace.
In addition, he emphasized the need to transform NATO into a “NATO 3.0” format, which calls for strengthening the Alliance’s military capabilities and a return to a more robust model of collective defense. In this context, Hegset called on the allies to demonstrate greater responsibility and engage in open dialogue.
“Secretary General, you have done a fantastic job. You are working with us, working with President Trump, and working with NATO to achieve NATO 3.0. NATO 3.0 is a post-Cold War initiative that must return to a genuine, strong framework of military alliances with real military capabilities, capable of ensuring here, on this continent, and wage war for the conventional defense of Europe—a cause to which you have committed, and to which other countries are committing,” the U.S. Secretary of Defense stated.
