The U.S. Has Imposed Restrictions On The Russian Payment System A7

The Office of Foreign Assets Control (OFAC) within the U.S. Department of the Treasury has added the Russian financial company A7 to its list of transnational criminal organizations and imposed economic sanctions against it. According to the U.S. Department of the Treasury, the company helped circumvent Western restrictions imposed after the start of Russia’s invasion of Ukraine.

The U.S. authorities’ decision followed reports by The New York Times on A7’s activities. As the newspaper discovered, the company used more than 70 shell companies in various countries to transfer funds on behalf of Russian companies whose activities are subject to sanctions. A similar illegal activity had previously been uncovered by an investigation by the Financial Times.

According to The New York Times, A7 developed a special app that used artificial intelligence to create fictitious records of trade transactions. In addition, the company used cryptocurrencies to launder money for its Russian clients, which allowed some of them to purchase components used in the production of weapons and drones.

The U.S. Department of the Treasury stated that A7 had created an extensive network of companies that helped sanctioned entities, individuals, and governments—including Iran—purchase goods worldwide for civilian and military purposes.

“Today’s actions against A7 continue the Treasury Department’s unprecedented efforts to isolate Iran and its financial enablers and send a clear message that if you facilitate the illicit financing of America’s adversaries, you will lose access to the U.S. financial system,” said U.S. Treasury Secretary Scott Bessent.

Some entities linked to the A7 network were already subject to U.S. sanctions in August 2025.

On Thursday, October 1, the U.S. Department of the Treasury also announced the tightening of economic restrictions against Iran, affecting certain sectors of the country’s industry, including the automotive, railroad, and mining sectors.
