Leon Panetta believes that the Russian dictator fears a decisive response.

Former CIA Director Leon Panetta warned European countries of the risk of further escalation by Putin. He stated that the Russian leader is capable of perceiving the West’s indecision as weakness and using it to continue exerting pressure, according to Bild.

“Putin reacts to weakness,” Panetta stated, emphasizing that Moscow may continue to act more aggressively if it does not see a convincing response from Western countries.

According to the former head of U.S. intelligence, the main danger lies not only in the conflict already underway, but also in how the Russian leadership interprets signals from Europe and the U.S. If Moscow concludes that the West is not prepared to respond to an escalation, the risk of further escalation will increase.

Panetta also criticized U.S. strategy in the Middle East. In his view, U.S. actions toward Iran could lead to a protracted standoff that would be extremely difficult to resolve.

The former CIA director warned against a scenario of virtually endless war, in which new military moves would provoke retaliatory actions and gradually expand the conflict.

Panetta’s warning came amid ongoing tensions surrounding Russia, Ukraine, and the Middle East. In his view, the West must demonstrate not only a willingness to negotiate but also the ability to respond consistently to threats.

“He won’t stop,” Panetta said, describing Putin’s likely behavior should the Russian leadership perceive weakness or division among Western nations.
