The EU Has Imposed New Sanctions On Russia

The restrictions target Russia's military-industrial complex, its "shadow fleet," and Kremlin propaganda networks.

The Council of the European Union has approved new restrictive measures to counter Russia’s aggressive war against Ukraine, its hybrid activities, and its systematic disregard for international law, including human rights. Sanctions have been imposed on 34 individuals and 47 entities, according to statement by the Council of the EU.

These measures will further restrict Russia’s military-industrial complex, reduce Russia’s energy revenues by curtailing the shadow fleet ecosystem, disrupt hybrid threats, and prevent the spread of Russian state propaganda justifying the war of aggression. In addition, cases of systematic repression and human rights violations in Russia will be exposed, as well as the country’s persistent disregard for the provisions of the Chemical Weapons Convention.

As EU High Representative Kaja Kallas stated, these sanctions were approved with the aim of increasing pressure on Russia to end the war.

“These measures strike at the very heart of the Russian military-industrial complex, targeting its shadow fleet and networks that fuel Moscow’s hybrid attacks against Europe. At the same time, work continues on a broader 21st sanctions package. Each measure narrows Russia’s room to maneuver. And the numbers speak for themselves. Western sanctions have already cost Russia approximately 1–1.3 trillion euros. Brick by brick, we are dismantling the foundations of Russia’s military economy,” Kallas emphasized.

It is specified that the EU is imposing sanctions against seven individuals and 21 organizations involved in supporting the Russian military-industrial complex, as well as Russian supporters in third countries. Accordingly, the sanctions target several manufacturers and suppliers of drones and other military equipment for the Russian armed forces, which are using this equipment in the war against Ukraine.

At the same time, the sanctions include two individuals—Tahir Garayev and Konstantin Rogach—as well as 24 organizations. All of them are linked to the supply and export of crude oil or petroleum products from Russia, in particular via the Russian shadow fleet. This fleet serves as a tool for circumventing EU sanctions. The sanctions cover “Lukoil-Western Siberia” and numerous companies based in Russia, Liberia, Turkey, the UAE, Azerbaijan, and Hong Kong.

In addition, the EU Council extended the sanctions related to the illegal annexation of Crimea and Sevastopol until June 23, 2027.
