Putin Signed A Law Authorizing The Seizure Of Property Belonging To Those Who Relocate

The Russian dictator fears criticism of the regime.

Vladimir Putin has signed a law that allows for the seizure of assets belonging to Russian citizens residing outside the country for “administrative offenses against the interests of the Russian Federation” committed by them. The relevant document has been published on the official legal information portal. The law takes effect on September 1, 2026.

The list of “offenses” for which individuals will be held accountable includes: "discrediting" the Russian army, calls for sanctions against the Russian Federation, "propaganda of Nazi symbols," the production and distribution of "extremist materials," as well as failure to pay fines for such actions. Under the law, the value of seized property (including funds in bank accounts) will not be limited to the amount of the fine itself.

Furthermore, if a citizen residing abroad cannot be notified of their prosecution in their home country, the court is required to appoint a defense attorney for them. If the case is dismissed, the costs of the attorney’s fees are reimbursed from the federal budget.

The explanatory note to the document cites “striking examples” of how expatriates engage in “activities directed against Russia’s interests” and asserts the need to apply “preventive measures” against such citizens. The authors of the initiative also assert that the law will make it possible to “suppress” calls to violate Russia’s territorial integrity and constitutional order.
