In 2027, several changes will take effect for those traveling abroad. "Zerkalo" has compiled a list of these changes.
A special database for travelers going abroad
Starting October 1, 2027, motor carriers will submit information about passengers traveling abroad to a special database. This includes passengers’ last name, first name, and patronymic, as well as gender, date of birth, citizenship information, and the name, number, and expiration date of the document used to purchase the ticket.
It will not be possible to obtain another document
Starting January 23, 2027, a restriction will take effect for those who have traveled abroad—they will not be able to obtain a certificate from consulates or embassies confirming whether or not there is a ban on leaving Belarus.
Currently, Belarusians have several options for checking whether there are any restrictions on leaving the country. One of them is to contact any citizenship and migration office. The second is to contact a consulate or embassy of our country abroad. If this is done through diplomatic missions, such a document must be issued within ten business days.
Officials have not explained why this new measure is being introduced. The existence of restrictions on leaving the country may indicate that a person, for example, has debts or is the subject of a criminal case that prohibits them from leaving the country.
Change Regarding Fingerprinting
Starting July 1, 2027, Belarusians living abroad will be required to provide their fingerprints. As explained by Legalhub.help, a service providing free and anonymous legal assistance, this requirement will apply to people between the ages of 14 and 75 who:
have obtained a permit to leave the country or permanent residence outside Belarus (the so-called “RR series” passport)—if they are registered with the consular section of a Belarusian embassy or consulate;
or have obtained foreign citizenship, a residence permit, or another document granting the right to benefits and other advantages—provided they have notified the Internal Affairs Department (OVD) or a Belarusian embassy or consulate of this fact.
