ISW Discussed The Kremlin's Real Goals

Putin doesn't need negotiations.
A high-ranking official from Russia, the aggressor nation, confirmed the Kremlin’s unwillingness to engage in any constructive negotiations to end the war against Ukraine.
This is stated in a report by analysts at the Institute for the Study of War (Institute for the Study of War, ISW) dated August 21.
Experts drew attention to a statement by Russian Deputy Foreign Minister Sergey Ryabkov, who stated that Moscow would accept only a peace proposal that aligns with the military objectives of Russian dictator Vladimir Putin and reflects “the realities on the ground.”
Putin’s maximalist goals entail Ukraine’s complete surrender, the establishment of a pro-Kremlin puppet government in Kyiv, as well as severe restrictions on the Ukrainian army and a renunciation of NATO membership, analysts note.
The ISW also emphasized that Russian officials’ frequent references to “realities on the battlefield” fail to account for the slowing pace of the occupying army’s advance. Instead of achieving strategic successes, Russia is attempting to force Ukraine to yield to its demands.
Ryabkov’s remarks confirm Putin’s commitment to continuing the war against Ukraine, despite growing economic and military tensions within Russia itself, analysts note.
At the same time, Ukrainian President Volodymyr Zelenskyy has repeatedly reaffirmed his commitment to peace talks and his willingness to make substantial compromises to end the war. Moscow is attempting to falsely portray Ukraine as the intransigent party in the peace process, the ISW emphasized.
