NATO Secretary General Mark Rutte has proposed that alliance allies allocate 0.25 percent of GDP annually to help Ukraine, knowledgeable sources told Politico. They said the alliance chief raised the issue at a closed-door meeting of NATO ambassadors late last month and spoke about it in preparation for the upcoming summit in Turkey in July. "Rutte and many of us want to make sure that support for Ukraine will be consistent and predictable," one of the interlocutors told Politico.

If the idea is approved, annual revenues to Ukraine would effectively triple to $143 billion, the publication calculated based on an estimate of the combined GDP of NATO countries. Rutte's proposal was a response to the dissatisfaction of some allies that they do much more to help Kiev compared to other countries of the bloc, Politico's sources explained. In particular, according to the German think tank Kiel, the Scandinavian countries are contributing far more than they should, aid from major Western European countries roughly matches their GDP, and Southern Europe "remains a small donor." However, the publication's sources said Rutte's proposal has already drawn skepticism from representatives of France, Britain and other members of the alliance. At the same time, any decision of this kind must be agreed upon by all NATO countries.

The idea to allocate 0.25 percent of GDP to Ukraine was first voiced by Ukrainian President Vladimir Zelensky last summer. "Ukraine is part of European security, and we want 0.25 percent of the GDP of a particular partner country to be allocated to our defense industry and domestic production," Zelensky said at the time.

In 2025, Kiev received $45 billion in military aid from partners. This amount included arms purchases for the AFU and investments in Ukrainian defense companies. Earlier, Rutte noted that Europe and Canada spend 1 billion euros a month to purchase weapons from the United States for Ukraine under the PURL program. This mechanism was launched last summer after US President Donald Trump refused to grant aid to Kiev. Under the program, the Ukrainian side compiles a monthly list of necessary weapons, which the Europeans then purchase from the United States. In 2026, European countries are going to provide Kiev with $15 billion worth of weapons, Rutte said.
