Ukrainian President Volodymyr Zelenskyy stated this in an interview with the newspaper Financial Times.
According to him, in September, Putin instructed the Russian military leadership to abandon restrictions during airstrikes.
This led to a sharp increase in strikes on civilian targets in Ukraine amid large-scale efforts to regain the upper hand in the war.

“He (Putin—ed.) said that there are no rules now,” Zelenskyy said.
According to the Ukrainian president, Putin issued the order in September, when Russia began intensifying its attacks on Kyiv, striking schools, hospitals, and data centers.
Zelensky emphasized that Russia’s attack on a school in Kyiv on October 1 demonstrated just how widespread such targeted strikes are.
Russia’s latest campaign is a response to Ukraine’s strikes on oil refineries, ports, and warehouses deep inside Russia, which have led to fuel shortages and heightened a sense of vulnerability in the country’s cities and tourist destinations.
