There will be a fitting response to the blackouts in Ukraine.

Ukraine is prepared to respond symmetrically to Russian attacks on its power grid during the cold season, but is proposing a step-by-step negotiating process to end the war.

This was stated by Ukrainian President Volodymyr Zelenskyy, according to his Telegram channel.

Ukraine has learned to find ways to respond appropriately to Russian operations, and if the enemy prepares to strike civilian infrastructure, it will face similar retaliatory measures.

“If they impose blackouts on us, we will try to respond appropriately,” the head of state emphasized.

At the same time, he stressed that there is an alternative that Kyiv has always supported—negotiations to end the war.

If our partners find it difficult to establish a dialogue with Russia to fully end hostilities, we should proceed in stages:

unblock the Black Sea;
agree on a mutual energy truce to protect both systems.

Humanitarian Track

Volodymyr Zelenskyy paid special attention to the need to continue prisoner exchanges and the return of civilians, including journalists, as well as Ukrainian children.
