Putin Was Misled About The Purpose Of The CIA Director's Visit To Moscow

The Kremlin's version differs from what the international media have reported.

Yesterday, the CIA director arrived in Moscow on an unannounced visit CIA Director John Ratcliffe arrived in Moscow. The Kremlin has already hinted at the purpose of the visit, but its version does not match what the media has reported.

When asked about the purpose of the CIA director’s visit, Kremlin press secretary Dmitry Peskov told the publication that it was “to establish contacts between security services.” He declined to provide further details, although in a comment to TASS he said that no meetings between the CIA director and Russian President Vladimir Putin were planned as part of this trip.

At the same time, the WP notes that earlier on Tuesday, Peskov stated that the Kremlin had no information about U.S. military aircraft arriving at Moscow’s Vnukovo Airport. He said that the Russian side had no plans to meet with representatives of the U.S. administration this week.

The publication also reports that the U.S. C-17A Globemaster III aircraft that arrived in Moscow is the U.S. Department of Defense’s primary heavy transport aircraft. This type of aircraft is particularly valuable for important diplomatic visits, allowing leaders to bring specialized equipment, electronic gear, and support staff with them.

According to Flightradar24 data, the C-17A departed from Joint Base Andrews on Sunday evening, bound for Riga, the capital of Latvia. Apparently, the aircraft remained there for about 24 hours, after which it departed for Moscow on Tuesday morning, August 25. The C-17A arrived in the Russian capital shortly after 9 a.m.

The same service shows that the aircraft then departed from Moscow at approximately 5:30 p.m. local time and landed in Riga a little over an hour later. Thus, the C-17A was in Moscow for about eight and a half hours.

What the media reported about the CIA director’s visit

A source at RBC-Ukraine said that Washington had asked Kyiv not to attack Moscow in the coming days while the American delegation was visiting. FT sources clarified that the request for a pause covered the period from August 24 to 26 and applied not only to Moscow but also to St. Petersburg and the northern regions of Russia.

According to the RBC-Ukraine source, after the meeting, the Americans said they would return with more details.

Meanwhile, The Wall Street Journal reported that the U.S. had received intelligence about Russia’s early preparations for mobilization and plans to “test NATO’s resolve.” Analysts told the publication that this visit is a warning to Moscow not to take such a step.

Several media outlets also speculated that the CIA director would allegedly discuss in Moscow a mutual cessation of attacks on the energy infrastructure and ports of Ukraine and Russia, as well as a ceasefire in the Sumy and Kharkiv regions, as steps toward overall de-escalation and the prospect of ending the war.

It is important to note that the last known visit by a CIA director to Moscow took place in November 2021, when William Burns, who headed the agency under President Joe Biden, warned Russian dictator Vladimir Putin and his closest aides against attacking Ukraine and explained in detail what the consequences would be. As is well known, Moscow then launched a full-scale invasion within a few weeks.
