Local "authorities" In Belarus Are Purchasing Tactical First-aid Kits On A Massive Scale

First-aid kits are intended for use in combat operations.

District executive committees in the Gomel Region are purchasing individual tactical first-aid kits, as noted by "Flagstok" in connection with announced tenders. Specifically, the Rogachev, Svetlogorsk, and Kormyany district executive committees have announced these procurements. Similar requests were previously submitted by executive committees in other regions of Belarus.

The number of first-aid kits required varies—while Kormyany wants to purchase 4 kits and Svetlogorsk wants 10, Rogachev wants only one, though it is quite expensive: for a maximum of 300 rubles (about $100).

The tender specifies in detail what the first-aid kit must contain. Some items on the list may confirm that this is not an ordinary medical first-aid kit, and that it is intended for use in combat operations.

For example, it includes non-traumatic scissors with a carabiner for quick attachment to gear, an individual casualty assessment card, and the first-aid kit itself must be in the form of a pouch.

These items are likely being procured for the needs of local “territorial defense”—as part of other procurement efforts. It can be assumed that the executive committees are gradually building up warehouses and stockpiles for territorial defense needs, which will then be used during exercises or stored in case of an emergency.
