China faces a difficult choice.

A possible meeting between Donald Trump, Putin, and Xi Jinping in China could strengthen the Chinese leader’s international standing, but at the same time present him with a difficult choice regarding the war in Ukraine and nuclear arms control. Beijing risks finding itself caught between the interests of Washington and Moscow, which do not entirely align with its own, writes The New York Times (translation by Charter97.org).

The meeting could take place on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit in Shenzhen on November 18–19. However, no final decision has been made yet. China has confirmed contacts with Washington and Moscow but has not announced its agreement to trilateral talks. “China is in contact with interested parties regarding a possible meeting between the leaders of China, Russia, and the United States,” said Chinese Foreign Ministry spokesperson Mao Ning.

One of the main challenges is the agenda. Trump wants to discuss nuclear arsenal reductions. “It’s not so much for Ukraine’s sake—we would meet to talk about denuclearization,” the U.S. president said. However, Beijing is in no hurry to engage in such negotiations. China’s nuclear capabilities are significantly inferior to those of the U.S. and Russia, and equal restrictions would put it at a disadvantage.

The issue of Ukraine is even more complicated. Moscow is interested in negotiations that could strengthen its position, whereas Beijing does not want to take a leading role in resolving the war.

German President Frank-Walter Steinmeier, after meeting with Xi Jinping in Beijing on October 30, stated that the Chinese leader had called the war in Ukraine a European issue and spoke in favor of European countries participating in negotiations to end it. “He explicitly stated that this is a European war, and that Europeans must be at the negotiating table,” the German president quoted Xi as saying.

For the Chinese leader, the summit would be an opportunity to demonstrate global influence, but agreeing on its agenda may prove much more difficult than organizing the meeting itself.
