It has become clear who will be affected.
Belarus plans to expand the list of personal income taken into account when applying higher income tax rates—25% and 30%. This is provided for in the draft amendments to the Tax Code.
In 2024, Belarus introduced a higher income tax rate. Based on the results of 2025, citizens whose annual income from certain sources exceeded 220,000 rubles were required to pay additional tax at a rate of 25% on the amount exceeding that threshold. It was precisely this income that was the focus of the 2026 tax filing season.
Starting in 2026, a three-tiered tax scale is in effect: income up to 350,000 rubles is taxed at a rate of 13%, income from 350,000 to 600,000 rubles at 25%, and income over 600,000 rubles at 30%. The higher rates apply only to amounts exceeding the respective thresholds. Citizens will file their tax returns for 2026 and pay the additional taxes in 2027.
Officials are now seeking to expand the list of “excess income subject to income tax at the higher rates of 25% and 30%,” according to reports from parliament.
The authorities plan to include six additional types of income in this calculation. Among other things, these include:
income of members of audit commissions and auditors of business entities;
remuneration for arbitrators;
income of members of liquidation commissions and liquidators;
income of mediators;
income from forgiven loans or loan debts;
income under asset trust management agreements, with the exception of cash trust management.
One of the most notable changes concerns forgiven debts. For example, if an employer granted a loan to an employee and then waived repayment, the amount of such forgiven debt would be included in the employee’s total income, which is subject to higher tax rates.
However, there are no plans to change the thresholds of 350,000 and 600,000 rubles or the rates of 25% and 30%.
