Information pressure in the occupied territories
According to Budanov, Russia is conducting systematic work with the population in the temporarily occupied territories of Ukraine, using constant repetition of the same information messages.
He noted that such methods are aimed at gradually displacing Ukrainian identity.
In response, Ukraine, in his assessment, should strengthen its own communications with citizens in these territories.
Strengthening control inside Russia
Separately, he drew attention to Russia's domestic policies, including restrictions on access to foreign messengers and the gradual narrowing of the Internet space.
Budanov believes that such measures may be related to preparations for decisions that could cause a negative public reaction, as control of information allows for the formation of a fully manageable agenda.
Propaganda and change of rhetoric
The head of the Presidential Office noted that the real situation on the front does not coincide with Russian propaganda.
He said that Moscow's change of rhetoric - from promises of quick results to new political formulations - shows the adjustment of initial goals against the background of a protracted war.

He noted the importance of restoring the truth about Ukrainian history and strengthening national identity as an element of countering external influence.
