The Same Service For A Children's Hospital In Minsk Suddenly Became Twice As Expensive

Analysts found a strange "scheme" in spending from the budget.

The capital company Ecology of the City Plus provides services to government agencies and wins procurements with attractive prices. But the final amounts of the contracts grow noticeably and significantly exceed what was initially stated in the tenders. Only in two such episodes, the possible overpayment could amount to about 20 thousand rubles. The authors of the "Open Procurement" project write about it.

The authors of the analysis believe that Ecology of the City Plus could use a scheme in which the company entered government procurement with a low price, and then received contracts or additional agreements for much larger amounts. Only in the two episodes named by the researchers, the potential increase in price amounted to about 20 thousand rubles.

The first case is related to the procurement of the Minsk Regional Children's Clinical Hospital for the removal and disposal of household waste. In January 2026, Ecology of the City Plus offered to perform the services for 18,472.61 rubles. After the procedure was recognized as failed, the hospital announced a single-source procurement for the same subject and the same period. The only participant was again Ecology of the City Plus, but the price had already increased to 34,333.20 rubles. The difference is 15,860.59 rubles, or more than 85%. The money to pay for the services was taken from the budget.

"That is, the company entered the competitive procedure with one price. After the failure of the procedure, it came to the procurement from one source with a price almost twice as high. The customer received the same supplier, the same subject of the purchase, the same period of services - but for other money," the authors explain.

The second episode concerns the contract with the Minsk Regional Clinical Hospital for Invalids of World War II named after P.M. Masherov. In 2025, the company won the purchase with a price of 16,330.20 rubles, but later, under an additional agreement, the term of the contract was extended and the amount was increased to 20,476.20 rubles. The increase amounted to 4,146 rubles, or about 25%.

Formally, procurement from a single source after a failed procedure is possible. However, in the first case, as it is stated in the materials, the customer, the subject of purchase, terms and terms of reference remained the same, and only the price changed. In the second case, the questions were raised by the increase of the contract amount and extension of services without a new competitive procedure.
