It's very strange that the head of SpaceX doesn't know this.

The allegations against SpaceX CEO Elon Musk regarding “violation by the Ukrainian military of the terms of use for Starlink” are unfounded, since Ukraine lacks the physical capability to use this communications system to deliver deep strikes or strikes at operational depth.

This was stated by the advisor to the President of Ukraine on the development of defense technology Sergey Beskrestnov.

He noted that since this past winter, all Starlink terminals over Ukraine—including those over temporarily occupied territories—have been subject to a speed limit of 70–90 km/h. As for Russian territory, Starlink does not operate there at all.
Thus, the Ukrainian side lacks the physical capability to use commercial Starlink for deep-strike and mid-range strikes, the advisor emphasized. “It’s very strange that Elon Musk isn’t aware of the limitations on Starlink’s operation in Ukraine,” Beskrestnov wrote.

As a reminder, on October 14, the Ukrainian military noted that Starshield (a system based on Starlink technology) had begun operating with restrictions: at speeds exceeding 161 kilometers per hour, the connection was lost. This disrupted a number of important operations and made it more difficult to shoot down “Shahed” drones.

Both the administration of Donald Trump and SpaceX CEO Elon Musk denied any involvement in the restrictions, shifting the blame onto each other. On October 22, Trump stated that satellite communications in Ukraine were already functioning as before, but this information was not confirmed in Kyiv.

Meanwhile, U.S. lawmakers warned the White House that they would block Trump’s nominees until the administration ensured the restoration of satellite communications for the Ukrainian military.
