Russia's reputation should be the least of its worries if it opens Pandora's Box and uses a small yield tactical nuclear weapon.

First any weapon will release radiation which can blow over NATO countries and rightly considered an attack. Or blow over Russia itself.

With that attack there will be no restrictions for the West to provide advanced weapons like Tomahawk missiles to target Putin and his Henchmen.

I would also expect China to understand that their own economic stability is at risk with such an escalation.

Lastly Ukraine itself might very well target Russian nuclear facilities like power plants as a way to return the favor.
