Putin's "Dead Hand": Russia Has Revived Its Nuclear Second-Strike Capability

A secret underground military complex known as “Facility 1335” has been expanded in the Ural Mountains.

An investigation conducted by journalists from The Sunday Times, as well as the media groups Danwatch and the “Dossier Center,” revealed that Russia has expanded a secret underground military complex in the Ural Mountains known as “Object 1335.” The associated Soviet “Perimeter” system, known in the West as the “Dead Hand,” is once again fully operational. This system is designed to launch a retaliatory nuclear strike.

During the investigation, journalists analyzed millions of Russian documents that were presumably made publicly available on purpose so that Western intelligence agencies could review them. The fact is that these documents contain information indicating that one of Russia’s most secret military facilities has been expanded and modernized. It is from here that the order to launch a retaliatory nuclear strike against Western countries could be given.

Kytlym is a small village in the north of the Sverdlovsk Region, located near Mount Kosvinsky Kamen. Back in the days of the Soviet Union, a secret nuclear command post—“Object 1335”—was set up inside this mountain.

The Soviet Union developed a “Doomsday” strategy called “Perimeter,” but in the West it is known as the “Dead Hand.” This strategy is inextricably linked to “Object 1335.” “Perimeter” is a backup command-and-control system for nuclear forces. Its purpose is to ensure a retaliatory nuclear strike even after the country’s leadership and main command centers have been destroyed and conventional lines of communication are no longer functioning.

As the investigation shows, following the modernization of this secret facility, the Russian leadership gained the capability to carry out a nuclear counterstrike even in automatic mode. In other words, the decision to launch a nuclear strike can be made without human intervention.

In the event of a nuclear missile strike on Russia and a loss of communication with the country’s leadership, backup command channels located at “Facility 1335” can be activated. These channels allow radio signals to be transmitted to mobile missile launchers as well as to missiles deployed in silos. All of these missiles must be immediately launched toward the enemy.

As the investigation shows, the secret military facility can remain operational even if it is hit directly by nuclear missiles. Journalists believe that the “Dead Hand” project was revived as Putin prepared for a potential threat of attack from the West.

Tom Roset, a Norwegian expert on Russian security policy, believes that Russia has likely ensured this facility is protected against all types of weapons.

“The expansion of ‘Facility 1335’ is taking place against the backdrop of a large-scale modernization of Russia’s nuclear forces, to which the Russian Armed Forces are giving top priority. In the current tense geopolitical environment, Russia views itself as a party in conflict with the West,” the expert says.
