The Fuel Crisis In Russia Is Rapidly Escalating

Seven more Russian regions have imposed restrictions on gasoline sales.

Authorities in the Novosibirsk, Belgorod, Kemerovo, Tyumen, Vologda, and Penza regions, as well as the Khanty-Mansi Autonomous Okrug, have announced the imposition of limits on fuel sales. The restrictions were announced by the governors and regional cabinets. For example, at Lukoil gas stations in the Vologda region, limits have been set: no more than 30 liters of gasoline and 60 liters of diesel per vehicle; on highways, up to 200 liters of diesel. In the Belgorod Region, Rosneft gas stations are prohibited from selling gasoline into jerry cans, Lukoil stations have limits of 30 liters of gasoline and 60 liters of diesel, and Gazprom Neft stations do not sell AI-95 gasoline, according to The Moscow Times.

In the Tyumen Region, Gazpromneft gas stations have a limit of 40 liters of gasoline and 80 liters of diesel (on highways—up to 40 liters of gasoline and up to 200 liters of diesel); filling jerry cans is prohibited. In the Penza Region, the limit is up to 100 liters of gasoline and 200 liters of diesel per tank. In Kuzbass, the Khanty-Mansi Autonomous Okrug, and the Novosibirsk Region, authorities did not specify the limits and urged residents not to panic.

The day before, on June 22, authorities in the Omsk, Irkutsk, Saratov, Voronezh, Amur, and Tambov regions announced the limits. The restrictions are being introduced amid a fuel crisis caused by Ukrainian drone strikes on oil refineries. According to Energy Intelligence estimates, in early June, oil refining volumes in Russia fell below 4 million barrels per day—the lowest level in 21 years—with nearly one-third of refinery capacity (2.14 million barrels per day) idle.
