Russia Is Tightening Entry Rules For European Diplomats

Starting June 15, new border crossing procedures will be introduced for foreign diplomats from European Union countries, several Schengen Area states, and staff of the EU Delegation in Moscow, according to The Moscow Times. This was announced by the Department of State Protocol of the Russian Ministry of Foreign Affairs. The measure involves a notification procedure that applies to diplomats, consular staff, and administrative and technical personnel accredited in Russia, as well as their adult relatives.

Under the new rules, they must submit a notification to the Ministry of Foreign Affairs in the form of a diplomatic note prior to each trip. The document must include personal details, the itinerary, the purpose of the trip, the dates of entry and exit, as well as information regarding transportation. An electronic copy of the note is sent simultaneously via email, and a paper copy must be carried—it may be requested for inspection when crossing the border.

An exception is provided only for direct flights between Russia and the diplomat’s country of citizenship, provided the route does not include layovers within the European Union. In all other cases, notification is required both upon entry into Russia and upon departure from the country.
