The operations of Russia’s arbitration courts were severely disrupted following attacks by Ukrainian drones on Yandex data centers. The courts began canceling hearings starting on October 8, when drones struck the first data center (DC) in the town of Sasovo in the Ryazan Region, as noted by "Verstka".
The rulings stated that the reason was “technical glitches” in the “Electronic Justice” services, which made it impossible to hold online hearings. In addition, there were “difficulties” with audio and video recordings of proceedings, as well as with uploading and viewing documents in the “My Arbitrator” system.
As a result, from October 8 through 14, courts were forced to issue motions to reschedule hearings or declare recesses. In some cases, courts also left the parties’ motions pending. For example, on October 14, the Arbitration Court of the Kemerovo Region, citing “damage to Yandex’s critical infrastructure,” declined to consider Sberbank’s motion in the bankruptcy case of a local resident. On October 12, the Tyva Arbitration Court was also unable to hold an online hearing due to “connection issues” and postponed it until October 16.
According to data analyzed by “Verstka,” in addition to the regions mentioned, the outage affected the Sverdlovsk, Smolensk, Tula, Kostroma, Ivanovo, and Yaroslavl regions, as well as the Altai Krai and others. As of October 16, the problem had not been fully resolved. When visiting the arbitration courts’ website, users are warned of “difficulties in the operation of services.” Some case files cannot be opened, and in many cases, files containing court decisions fail to load.
The Armed Forces of Ukraine (AFU) began striking Russian data centers in October. Over the past week, Yandex facilities in Sasovo (Ryazan Oblast), Kaluga, and Vladimir were targeted. All of them have ceased operations. On October 14, Ukrainian drones attacked Sberbank’s data center in Balakovo, Saratov Oblast, for the first time.
Following the attacks, Russians experienced disruptions in Yandex services—including “Alisa,” “Search,” “Maps,” “Taxi,” “Mail,” and “Yandex Pay”—as well as third-party companies, including “Dodo Pizza,” “M.Video,” “Lenta,” and “Magnit.” In addition, users complained of problems with “Sber” and other services.
