Kyiv and Brussels are confident that all clusters will be opened.
Preliminary negotiations between Ukraine and the EU are scheduled to begin in earnest before the end of the year, when Ukraine and the EU are expected to open the remaining negotiation clusters.
This was announced by EU leaders and the President of Ukraine ahead of the European Council meeting, according to a "European Truth" reports from Brussels.
Ukrainian President Volodymyr Zelenskyy thanked his European colleagues for the EU Council’s decision to open clusters 2 and 3 in the negotiation process.
“Thank you for the two clusters. We will do everything we can to open the two remaining clusters by the end of the year, and we are confident that we will do so,” he said.
European Commission President Ursula von der Leyen supported these interim plans. “The goal is to open the last two clusters by the end of the year—toward the end of the year—so that we can truly begin implementing the reforms necessary for accession,” she said.
It is also noteworthy that both Ursula von der Leyen and European Council President António Costa praised Ukraine—and above all the Verkhovna Rada—for carrying out reforms.
“I want to commend your parliament because, even in the midst of a terrible war, you continue to fulfill your duties, conduct negotiations, make decisions, and carry out reforms,” Costa said.
