Military Commissariats Decided Not To Bother With Summons In Barysauski District

Lawyers believe that their demands are illegal.

Military commissariats of the Barysauski district developed a “know-how". The military commissar of the Barysauski and Krupsky districts, Valery Ramanouski, said that if those liable for military service did not receive summon notes as of October 12 or later, or their data was not verified over the phone calls, they need to come to the military commissariats on their own. The local newspaper published the colonel's statement.

Charter97.org asked a lawyer to comment on this "innovation":

“In accordance with Art. 39 of the “Law on Military Duty”, provides an obligation to come to the military commissariats for citizens liable for military service and reservists, however, only “summon notes or directions of the military commissariats”.

Even notifications through phone calls, messages in instant messengers and other methods cannot be considered legitimate notifications. Therefore, a person liable for military service cannot be considered properly notified. And the fact that this notification was published in a newspaper does not make it legal.
