There is growing evidence that a new wave of mobilization awaits Russian citizens in late September. According to Ukrainian authorities, this decision will likely be made after the so-called “State Duma elections.” Now, the WSJ has also learned of possible preparations for this from American sources. According to the publication, the new mobilization could affect men who have virtually no combat experience and no desire to fight.

Moreover, measures to forcibly conscript large numbers of people into the war have already begun in Russia. According to lawyers and human rights activists, in small towns, some military registration and enlistment offices have begun detaining men right on the streets, near their workplaces, or under the pretext of routine document checks. Once at the military registration and enlistment office, they are often subjected to threats and beatings to force them to sign a contract.

In some regions of Russia, authorities have already reverted to the traditional system of informants. Third parties are paid a cash reward—in most cases, about $1,300—for bringing a person to the military registration and enlistment office. Eyewitnesses claim that, for example, in Penza, posters have been put up reading: “Bring a friend to the recruitment center and receive 100,000 rubles.”

The lifespan of a Russian soldier on the front lines is reduced to a matter of minutes after arriving at his position. In July, the occupiers suffered their highest casualty toll since the start of the year—42,860 people, according to the General Staff of the Armed Forces of Ukraine. And these numbers will continue to rise. It seems that Putin needs the mobilization not to open new fronts, but to plug the gaps in the group attempting to break through to Ukrainian strongholds in the Slavyansk and Kramatorsk areas. And he intends to sacrifice even more of his subjects, just so he has “something to do.”
