Russian authorities have started to completely block Telegram: in the past few days, the messenger has practically stopped working in the country. The service "Failure.rf" recorded a total of more than 18,000 user complaints about the work of the application over the weekend of March 14 and 15. "For the last 24 hours Telegram from home providers actually does not work, if we are talking about connection from Russian IP-addresses. <�...> We can forget about Telegram working via mobile Internet," the author of the publication "Durov's Code" commented on the situation to Kommersant FM Vladislav Voitenko. He added that if in some region only sites from the "white list" are active, "most VPN services will not help to enter Telegram".

President of the Association of telecom operators MAKATEL Alexei Amelkin noted that the "slowdown" of Telegram has been observed for a long time, but the day before there were complaints about the desktop version of the messenger no longer working. "Tests show that, most likely, everything depends on the communication network - cellular, fixed, as well as - on the region and even location. State agencies apply different conditions in different regions," Amelkin explained.

RBC sources close to the Kremlin said earlier that Telegram will be completely blocked in Russia by April 1. Verstka's interlocutors in the presidential administration said it was a decision by law enforcers. "They can listen to the opinion, but they have their own resonances," one of the publication's sources explained. Another interlocutor added that the decision to block was made at the Russian Security Council and now it remains only to work within the set framework. In this connection, the Kremlin instructed the vice-governors for domestic policy to reorient information work on the state messenger Mah, VK, Odnoklassniki and Yandex services.
