As part of the "security measures".
In the Moscow region of the Russian Federation, following Moscow, disconnections of mobile Internet and communications may begin as part of "security measures at the federal level."
The deputy also said that the region has organized mechanisms for access to socially important resources. According to him, such resources include the mobile application of the regional portal of state services, the portal of health care of the Moscow region, the service of unified authentication and authorization, the system of monitoring the infrastructure of housing and communal services "Housing and Communal Services Kontur", as well as digital services of the "System 112".
In the meantime, in Moscow, where the work of mobile Internet has been restricted since the beginning of March, "white lists" of allowed sites have been launched. The list includes, in particular, the portal of state services, websites of state agencies, Yandex services, VK social networks, banks, as well as propaganda media.
With the disconnections, sales of pagers in Moscow increased by 73%, walkie-talkies - by 27%, atlases and guidebooks - one and a half times. The service "Yandex Taxi" has switched to ordering cars by phone, courier services report a drop in the number of orders. According to Kommersant's sources, the damage caused by the blockades for the capital reaches 1 billion rubles a day.
The authorities explain the measures by the need to protect against Ukrainian drones. In February, Vladimir Putin signed a law authorizing operators to disconnect communications at the request of the FSB without liability to subscribers. Presidential spokesman Dmitry Peskov urged Russians to prepare for prolonged disconnections.
According to the "On Communications" project, Internet restrictions are in effect in at least 62 regions, and "white lists" are applied in 58 of them. According to Top10VPN, by the end of 2025, Russia became the world leader in the duration of Internet shutdowns - 37,166 hours, affecting 146 million people.
