Against the backdrop of cell phone and internet outages in Moscow.

The Kremlin is using landline phones amid cell phone and Internet outages in central Moscow, presidential spokesman Dmitry Peskov said.

This was his response to a question about whether the restrictions were affecting the work of the head of state and his administration.

Before that, Peskov urged to prepare for prolonged communications blackouts as "the Kiev regime is using increasingly sophisticated methods for attacks." At the same time, he emphasized that the measures are being taken "to ensure the safety of citizens."

Mobile voice communication and Internet in Moscow began to be actively jammed on March 3. In a number of districts, mainly in the city center, the network was completely absent, and in other places citizens could only access "white list" sites.

This led to the fact that Muscovites and guests of the city significantly increased their purchases of atlases and guidebooks. According to the chain of bookstores "Chitay-gorod", from March 6 to March 10, sales of these materials increased by 48% compared to the previous week.

In turn, Wildberries reported that during the same period, users of the platform bought 73% more pagers than a month earlier. The demand for walkie-talkies (+27% month-on-month) and landline phones (+25%) also increased sharply.

Because of mobile Internet blocking in 2025, Moscow residents also began to buy Wi-Fi-routers, Wildberries noted. According to the marketplace, in monetary terms sales of such equipment for the year increased by 70%, and in pieces - by 60%, but by the end of March 2026 the growth in demand for routers stopped.

Outages of mobile Internet in Russia occur since May 2025. According to the project "On Connection," more than 11,900 shutdowns have occurred across the country in seven months. By the end of 2025, Russia became the world leader in the number of outages: their total duration reached 37,166 hours, affecting about 146 million people.

February 20, Russian President Vladimir Putin signed a law requiring telecom operators to suspend services at the request of the Federal Security Service. According to the document, companies are exempted from liability to subscribers for improper fulfillment of obligations in such cases.
