EU Offered Trump To Work Together To End Putin's Shadow Fleet

A new blow to the Kremlin's revenues.

The EU is discussing replacing a price ceiling on Russian oil with a ban on providing shadow fleet tankers with shipping services ranging from insurance to port services.

The measure is planned to be included in the EU's 20th package of sanctions, timed to coincide with the anniversary of Russia's invasion of Ukraine. The European Commission has also begun consultations on the measure with G7 partners, several officials and diplomats told Euronews. A joint ban on marine services with the United States could deal a new blow to Russia's energy sector revenues, the news agency said.

The ceiling introduced by the G7 at the end of 2022 capped the price of Russian oil at $60 per barrel: European and American insurers, which controlled 90% of the global marine insurance market, and other companies were banned from providing financial services in case of oil supplies at a price above the ceiling. In September 2025, the EU, and with it the UK, Canada, Japan as well as Australia, lowered the ceiling to $47.6 and more recently to $44.1 per barrel. The Donald Trump administration did not follow suit. Brussels is now trying to coordinate its actions on sanctions against Russia's shadow fleet with the White House.
