An Estonian intelligence report has surfaced.
Russia is massively sending intelligence officers, diplomats and its agents to African countries, who have become persona non grata in Europe.
This is reported by the Estonian Foreign Intelligence Service (EFIA) in its 2026 report.
The report says that by sending its personnel to Africa Russia is not only strengthening its presence on the continent, but also solving the domestic personnel problem.
In the past decade alone, Western countries have expelled hundreds of Russian diplomats and closed a number of consulates due to Moscow's aggressive policies and spying activities. Against this backdrop, strengthening ties with Africa allows the Kremlin to employ civil servants who have lost the opportunity to work in the EU.
Besides traditional military cooperation, Russia is actively promoting "soft power" instruments on the continent - through educational and cultural programs.
In particular, according to the report, the federal agency Rossotrudnichestvo, which plays a key role in state influence operations, is expanding its network of representative offices in Africa. New offices have been opened in Guinea and Burkina Faso, among others.
The Russian World Foundation, which promotes the Russian language abroad, has also opened new centers in Burundi and Uganda.
Estonian intelligence estimates that through these structures, Moscow is spreading anti-Western narratives, calling Western policies "neocolonial and paternalistic." But Russia positions itself as a "champion of the multipolar world order" and "defender of sovereignty," offering cooperation ostensibly on the basis of equal partnership.
African students go to war in Ukraine
The report pays special attention to the use of African students in the war against Ukraine. According to EFIA, some 35,000 students from Africa will be studying at Russian universities in 2025. The Russian authorities allegedly take advantage of their difficult financial situation, putting them in front of a choice - deportation or signing a contract with the Russian Defense Ministry.
As a result, according to the Estonian service, hundreds of citizens of Zambia, Tanzania, Cameroon, Eritrea, Guinea, Guinea, Nigeria and other countries were sent to war against Ukraine.
