Russia's Main Oil-producing Region Is Drowning In Debt

The "shortfall" is already at 80 billion.

The Khanty-Mansi Autonomous Okrug, one of Russia’s main oil-producing regions and a major source of revenue for the federal budget for decades, is increasingly taking out bank loans and falling deeper into debt. The Yugra authorities have announced auctions for credit lines totaling 20 billion rubles: the money will be used to cover the deficit and repay old debts.

This is reports Russian journalist and blogger Dmitry Borisenko.

“Russia’s oil-rich breadbasket is itself beginning to live on credit,” the channel’s author notes.

For Russia, this appears to be a very serious economic signal: when one of the country’s main revenue-generating regions begins to live on credit, it reflects deep-seated structural problems in the Russian Federation’s oil and gas sector. Regions that once sustained the country with oil revenues are now in the red themselves, and financing the war is becoming increasingly difficult.
The region’s public debt stood at 11 billion rubles at the start of 2025.

By early 2026, it had grown to nearly 59 billion, and by fall it had exceeded 81 billion. In less than two years, the debt of one of the country’s wealthiest regions had increased more than sevenfold.

In October, the Yugra authorities raised the projected budget deficit for 2026 to 94.5 billion rubles. Revenues are projected at 411.3 billion, while expenditures are projected at 505.8 billion.

The channel cites specific reasons: oil production has fallen by 4.7%, income tax revenues from oil companies are declining, and budget expenditures continue to rise.
