A Surprise Is In Store For Owners Of Summer Homes And Garages In Belarus

The changes will take effect on December 7.

In Belarus, the exchange of information about landowners and the real estate located on their properties is expanding. Therefore, owners of summer homes and garages whose land or building documents are not fully in order should find out whether state registration is required, according to the project wikidom.by.

On December 7 of this year, Council of Ministers Resolution No. 531 will take effect, establishing the procedure for submitting information on properties whose rights are not registered or are not subject to state registration.

First and foremost, the rules will affect gardening associations, summer cottage associations, and garage cooperatives. They will be required to provide information about the land plots they use and the real estate properties located on them in response to official requests from authorized organizations. This includes garden houses, summer homes, and garages for which no information is available in state registration records.

What information will be collected?

Officials will receive the following data:

the address and area of the land plot;

the owner’s full name, date of birth, identification number, and citizenship;

information about real estate properties located on the plot;

inventory and other registration numbers, if available;

information about legal entities and sole proprietors, if they are the rights holders.

The information will be transmitted via the interagency electronic document management system or upon written request. The deadline for providing the data is no later than 10 business days from the date of receipt of the official request.

The new rules will allow government agencies to obtain more comprehensive information about land users and real estate, including in situations where rights to a plot of land or a structure have not been formalized in accordance with established procedures.

It is important to understand, however, that the resolution itself does not mean that, as of December 7, all unregistered summer homes and garages will automatically become illegal or that their owners will face widespread fines. The document primarily regulates the procedure for transferring information.

However, owners of summer homes and garages whose land or building documents are not fully in order should verify their legal status and determine whether state registration is required in their specific case.
