Poland Strengthens Sanctions Against Lukashenka Regime

On February 6, Polish President Andrzej Duda signed amendments to the legislation aimed at strengthening control over compliance with the sanctions imposed against the Putin and Lukashenko regimes. This bill was approved by the Polish parliament on January 9, 2025. It amends a number of regulations, including laws on countering support for aggression against Ukraine, on the National Tax Administration, as well as on combating money laundering and terrorist financing.
The main objective of the innovations is to clarify and optimize the mechanisms for implementing sanctions, clearly distribute powers between the responsible bodies and increase the effectiveness of existing restrictive measures. The law adapts the sanctions mechanisms used by the European Union in response to Russia's aggression against Ukraine and Belarus's involvement in this conflict. The document establishes penalties for failure to comply with the prohibitions provided for by EU regulations, and regulates the powers of the bodies responsible for monitoring and implementing these measures.
In addition, the amendments expand the list of individuals and organizations subject to sanctions. In particular, a ban on participation in government tenders and entry into Poland for these entities is introduced.
The new rules also oblige exporters to carry out mandatory identification of the end user of goods supplied to countries with a high risk of circumventing sanctions, especially if transit is carried out through Russia or Belarus. Exporters must ensure that the goods will not be sold, stored or processed in these territories. In the event of violations, tax authorities have the right to confiscate the goods and transfer them to state ownership.
The bill also provides for changes to the rules on administrative penalties, increased control over financial transactions, and expanded access of government agencies to information about possible violations.
