The alliance will protect its allies.
NATO Secretary General Mark Rutte emphasized that Russian dictator Vladimir Putin must remember: a nuclear war must not be started, because it cannot be won.
"Putin must know that a nuclear war can never be won and must never be fought," Rutte said in an interview for the Sunday edition of Die Welt.
His comment came amid Putin's statements about preparing possible nuclear weapons tests in response to U.S. plans.
Rutte emphasized the importance of NATO's nuclear capabilities to the alliance's security. He said NATO's nuclear deterrent is the main guarantee of security and it is important that these forces remain "reliable, safe and effective."
Rutte said the alliance's recent nuclear exercises were successful, giving "absolute confidence in the reliability of NATO's nuclear deterrent."
"This sent a clear signal to any adversary that NATO can and will defend all allies against all threats," the secretary general said.
Rutte said NATO countries should do more to explain the role of nuclear deterrence to citizens. He noted that when Russia resorts to dangerous and reckless nuclear rhetoric, the population should know that there is no reason to panic, because NATO has a powerful nuclear deterrent force that "maintains peace, prevents coercion and deters aggression."
