Polish Prime Minister Donald Tusk has signed an order to impose a third level of alert (CHARLIE) on the territories of rail lines operated by PKP Polskie Linie Kolejowe and PKP Linia Hutnicza Szerokotorowa. This is reported by the government security center.

The alert level will be in effect from November 19, 2025, from 00.00, until February 28, 2026, until 23.59.

With the third CHARLIE alert level, the following rules are introduced for public institutions and agencies: round-the-clock duty in the said public administration bodies, duty for responsible officials, control over the accessibility of facilities in case of evacuation, issuance of weapons and ammunition to employees performing security tasks, round-the-clock supervision over places not previously covered by it.

There are no special requirements for citizens, the general ones apply: vigilance, compliance with the orders of the services.

Polish Prime Minister Donald Tusk said on November 17 that there was an act of sabotage on the Warsaw-Lublin railway line near the village of Mika: an explosive device detonated and destroyed the railroad bed.

On the evening of November 17, the head of the Polish Interior Ministry Martin Kerwiński confirmed the words of the prime minister.

"Experts unequivocally confirmed the explosion," he said.

Polish Justice Minister Waldemar Zurek said the Mazowiecki branch of the National Prosecutor's Office had already launched an official investigation into the sabotage.

It should be noted that this rail line connects Warsaw and Rzeszow, the main logistical hub through which Western arms flow into Ukraine.

On November 18, Polish Prime Minister Donald Tusk said that Polish security services have identified the people suspected of involvement in sabotage on the railroad. They are two citizens of Ukraine, who arrived in the country from Belarus and could have been recruited by Russian intelligence. According to the prime minister, having committed sabotage on the railroad, the two left the territory of Poland and returned to Belarus through the border crossing in Terespol.
