The Russian authorities are planning to establish control over the speed of the Internet on the devices of Russians. For this purpose, a corresponding service will appear in the Gosuservices application by the end of the year, a source close to the Russian Ministry of Digitization told "Izvestia". According to him, it will work on the basis of domestic software "Megabitus", which will be integrated into the state portal. CEO of the eponymous company Denis Kuskov confirmed this information, adding that the service will make it possible to assess the quality of mobile and wired Internet for personal and work use.
"The anonymized data of measurements of the quality of Internet access from the Gosusluga application will be transferred to the Mincifry. <�...> The user can send a one-time request or, by enabling a special option, make measurements from his device regular," Kuskov explained. According to him, the authorities will be able to monitor the quality of Internet access in real time and "together with operators to carry out certain measures to improve it."
T2 and MTS said they are aware of this initiative. At the same time, MTS emphasized that the parameters of the service should be "clear, transparent and verifiable, and the data displayed in it should be correct and verifiable." The company added that the integration of the service with Gosusluzhi should ensure safe storage, processing and transmission of data.
Till now, the vast majority of Russians used the SpeedTest service, which was developed by the American company Ookla. This summer, Roskomnadzor blocked access to it. The agency explained the blocking of the service by the fact that it allegedly collected data that could be used for cyberattacks on Russian communication networks and companies.
The measurement of Internet speed is of interest to operators, as they participate in the speed race, promising users from 100 to 300 Mbps, says ComNews Research partner Leonid Konik. However, according to him, 100 Mbps, which is actually provided by any fixed access provider in Russia, is more than enough for 99.9% of users. At the same time, the speeds in cellular networks are lower - the average speed in the country is 25-35 Mbps, the expert added.
Russian authorities decided to control the speed of the Internet against the background of its mass disconnections on Russians' mobile devices, which have been taking place since the spring of this year. Internet shutdowns are recorded daily in more than 50 regions of Russia, according to data from the project "On Link". Also, the first region, the Ulyanovsk region, has shut down mobile Internet until the end of the war against Ukraine.
