Zelensky Put Odessa Under Military Rule

Brigadier General Sergei Lysak was appointed head of the city's military administration.

Ukrainian President Vladimir Zelensky has appointed Serhiy Lysak as head of the Odessa city military administration. The corresponding decree was published on the president's website on Wednesday, October 15. The same website also published Zelensky's decree on the creation of the city military administration of the Odessa district of the Odessa region.

Sergey Lysak has served as chairman of the Dnipropetrovsk regional state administration since February 7, 2023; in 2022 he was promoted to the rank of brigadier general of the Armed Forces of Ukraine (AFU).

The day before, Zelensky revoked the citizenship of the elected mayor of Odessa Gennady Trukhanov - for having a Russian passport for the 60-year-old politician. Trukhanov himself, who has served as mayor since 2014, continues to maintain that he has never held Russian citizenship and has promised to challenge Zelensky's decree in Ukraine's Supreme Court and, if necessary, in the European Court of Human Rights.
