Ukrainian Diplomat: Possible Belarusian Developments Will Cause Disasters In Russia

The genie out of the bottle.

A center responsible for investigating Russia's aggression against Ukraine opened its doors in The Hague on Monday, July 3.

Charter97.org spoke with Ukrainian diplomat and political scientist, expert of the Maidan of Foreign Affairs Foundation Alexander Khara, whether it will come to the creation of a full-fledged tribunal:

– It's impossible to ignore the level of Russian aggression and genocide in Ukraine. I see several important aspects in this regard. First, until the end of the Second World War, there were no elements of international law, no institutions that would condemn the criminals, and first of all, the highest military and political leadership. But the legal basis and the Nuremberg Tribunal were created. The world continued its existence after 1945. The next was the crimes committed by Slobodan Milošević [former President of Yugoslavia - Ed.] and other "comrades".

Accordingly, international humanitarian law has been enriched with other instruments that would punish really dangerous criminals. Now, in 2023, neither the mechanisms nor the legal framework is sufficient to judge those people who are protected by immunity (presidents, prime ministers, and so on). Although they are the architects of military aggression, which is considered a crime not only in terms of international law but also according to the law of Russia.

By the way, the Russian, Belarusian and Ukrainian criminal legislations have regulations on responsibility for preparing, unleashing, and waging an aggressive war.

Therefore, it will be very good for Ukraine and the whole world to close the legal gaps regarding real mechanisms for judging people like Putin, Lavrov and other scums. We, the Ukrainian people, want a special tribunal and the gaps that exist in international law to be closed. Then the next potential aggressor will understand the inevitable responsibility regardless of possession of nuclear weapons, acting and former. It is important.

There is another significant aspect for all of us, including the Russian and Belarusian people. There was no legal process in relation to the crimes of Bolshevism after the Soviet breakup: the repressions and the Holodomor. Then the regime was not condemned, this impunity pushed the Russians to commit new crimes.

A historical end must be put to the lawlessness that began with the advent of the Bolsheviks. That is why the tribunal is important. Another thing is that our partners are well aware of how difficult its creation is.

– When the warrant for Putin's arrest was issued, many experts said that it was almost impossible to bring the head of the Kremlin to justice. Will Prigozhin's rebellion change the situation?

– This is an extremely important event, which is not linked to the fact that Putin will be in the dock, but to the fact that he will lose his power. One of the consequences of this event is the destruction of Putin's personality cult. Since he came to power and built it on the basis of the personality cult copied from Stalin. He portrayed himself as a pragmatic, tough person, who can solve any issue.

We saw a man who was confused. In the early days of the March of Justice, most likely, Putin was sitting somewhere deep in his bunker. He did not show the courage that the world saw from Ukrainian President Volodymyr Zelensky.

If Zelensky said that “ammunition is needed, not a taxi,” then Putin immediately chose a taxi, not ammunition. Let me emphasize that the image of a macho who controls everything, who “finishes everyone in toilets”, was broken, for the Russian people as well.

Another important point is that Russia failed as a state, as well as its society and its leader.

– Explain, please. Why do you think so?

– Prigozhin, by his actions, not only showed his personal discontent and desire to fight for power but by and large, he was supported by those who believe that Putin does not kill the Ukrainians enough. Roughly speaking, the choice was how to kill the Ukrainians.

Recall how people welcomed him in Rostov-on-Don. Prigozhin is a representative of mercenaries, murderers and rapists who perform dirty tasks and are not even a part of the Russian state. Though they are Putin's tool.

They were considered heroes. This says a lot about Russian society, which supports the murderers and rapists who rebelled against, of course, the dirty Putin regime.

Also, the rebellion showed that militarized Russia is not capable of resisting groups of Russian volunteers or Prigozhin. Where is all this vaunted army, special services and so on? Not to mention their hasty attempts to organize the defence of Moscow.

These are all political signs to the world. Imagine how Xi Jinping, Kim Jong Un and Iranian leaders look at their "tough" colleague, who is at war with NATO and America, showing his inability to cope with such a development. They are bragging and showing that “everything was fine”, but the genie is out of the bottle. All these things show the fragility of the Putin regime. Outwardly, it looks monolithic, but is actually rotten inside.

I am sure that the collapse of the Russian occupation forces will begin with the successful actions of the Ukrainian forces. They will be unable to continue to wage war, which will trigger a chain reaction in Russia, launching disintegration processes. Putin has shown that this is not only possible, but in fact, the scenario is already inevitable.

– This will immediately impact Belarus, won't it?

– Sure. Everything can start in Belarus. Of course, we should not believe the bastards Prigozhin and Lukashenka. But imagine that Prigozhin takes 3,000-5,000 of these inglorious bastards to Belarus, even without military equipment. Since the beginning of the invasion, we have read that there is tension between the citizens of Belarus and Russian troops inside the country.

One can imagine what the Wagnerites will do there. This can cause a very negative reaction. Lukashenka, of course, is afraid of the Belarusian people who are fighting on the side of Ukraine, those who may decide to liberate their homeland.

Nevertheless, the very fact of the presence of these Prigozhin's gunmen in Belarus can definitely play a bad joke with Lukashenka, and then with Russia. Belarus may turn out to be an inconspicuous place where things can happen that will cause disasters in the Russian Federation.

– Lukashenka is not afraid of talking about his involvement in the kidnapping of Ukrainian children. Will this lead to an arrest warrant for the Belarusian dictator?

– I would like it to happen. You know, other crimes require documented evidence and special procedures, and Lukashenka is now making a mistake by publicly confessing those things that will qualify as an international crime.

This is not only about finding children illegally taken out of Ukraine, but if they are brainwashed there, then this will be an element of genocide, because the erasure of any identity is a sign of genocide. I hope that the ICC in this case will expand the list of suspects, not only the Fuhrer of the so-called Russian World, but also Lukashenka will be in the same legal status as Putin.

The Belarusian state, ruled by Lukashenka, from the point of view of international law, is the same aggressor as the Russian Federation. I would like the leadership of Belarus to be included in the lists of those who will be responsible for preparing, provoking aggression and waging war crimes related to the kidnapping and retention of Ukrainian children.
