"We Have No Right to Finance the Regime": Lviv Refused Belarusian Buses

The tender for the purchase of 100 large buses for Lviv municipal ATP # 1, financed with a loan from the European Investment Bank (EIB), has been canceled, according to ProZorro on Thursday, as the Interfax website reports.

According to the announcement citing a message in the EU Official Gazette on May 4, comments on the cancellation of the tender indicated that, due to the coronavirus pandemic and the imposed quarantine restrictions, the budget of Lviv will receive fewer funds than expected, which will obviously affect the city's ability to fulfill its obligations. In particular, to cover VAT and customs duties not funded by the EIB.

“In addition to VAT and customs duties, the price offer of the successful participant exceeds the financing provided by the bank for the project,” the message says.

As reported, a tender for the purchase of 12-meter fully low-floor buses with diesel engines, as well as spare parts, consumables, equipment, and maintenance tools was announced in early 2020 within the framework of the Urban Public Transport of Ukraine project for funds from the EIB.

In April last year, the auto company Bogdan Motors, based on the received protocol of disclosure of tenders, announced its victory in this tender, in which, according to its information, the concern Electron (Lviv), UkrEuroMAZ, Modern Trucks (both - dealers of the Belarusian MAZ), and Otokar (Turkey) also participated.

Meanwhile, in January of this year, Lviv Mayor Andriy Sadovyi said that the Minsk Automobile Plant submitted the best offer in the tender, but the city refuses to buy them and, in April, again announced the refusal to purchase Minsk buses and a request to the EIB to hold a second tender.

"Why? The revolution and the building of a democratic society are the business of the Belarusian people. But we have no right to finance the "regime." However, we have Ukrainian producers in need of support," the mayor of Lviv emphasized at the time.
