Fixing the situation is out of the question.

And since I started writing today about the problems preventing the authorities from saving the Russian economy, here is one more thought for you.

The list of woes is not limited to war, sanctions and Chekist lawlessness. The real problem of the Russian economy is the manual nature of its management. A system functioning in such a format does not create incentives for long-term development. When you work within the framework of clearly defined and unchanging rules, you understand what will happen in a few years and have the opportunity to make long-term plans, but in a situation where the bosses can change these rules at any time, you realize that the only sure way to stay afloat is to have time to raise your voice at the moment when the bosses once again take up the task of rewriting them. The only hope is to be heard at the top and have your interests taken into account. Well, in order to be heard, you have to stay close to the leadership. So the governors sit around in ministerial offices instead of working in their own territories. For them friendship with the assistant minister is more important than anything else.

Without changing this state of affairs, the country cannot count on any economic development. The only driver of growth in the country will continue to be world oil prices. It is simply impossible to start correcting this situation without limiting Putin's omnipotence, whose political desires must be replaced by institutional factors as the main driver of processes. Everyone knows that anyone who tries to do this will be accused of political disloyalty, disfavored and dismissed, or even imprisoned. Therefore, no one even thinks in this direction. That is why there is no question of any correction of the situation. The fall continues.
