The ICC Launches Investigation Into Crimes Committed By The Lukashenkа Regime

The dictator could face an international arrest warrant.

The Office of the Prosecutor of the International Criminal Court (ICC) has opened an investigation into alleged crimes against humanity committed by the Lukashenka regime, according to the court’s official website.

Following a detailed legal and factual assessment of the situation in Belarus, the Prosecutor’s Office decided to open an investigation, concluding that there are reasonable grounds to believe that crimes have been committed.

The preliminary examination began on September 30, 2024, after a referral by Lithuania, which requested an investigation into alleged crimes against humanity committed by the authorities of Belarus. Although Belarus is not a party to the Rome Statute, part of the alleged conduct, according to the referral, took place on Lithuanian territory.

The ICC Prosecutor’s Office believes there are grounds to conclude that deportations and other coercive acts were directed against opponents of the Belarusian government and were carried out by state authorities. It is also believed that such actions may have been approved at the highest levels of power.

One of the key aspects of the case is the forced displacement of Belarusians abroad under the threat of unlawful criminal prosecution. According to various estimates, between 300,000 and 500,000 people were forced to leave Belarus after the events of 2020.

States Parties to the International Criminal Court, including Lithuania, have been notified of the decision.
