EU Wants To Demand Withdrawal Of Russian Troops From Belarus

The EU intends to demand that Russia withdraw its troops from the territory of Belarus, Georgia, Armenia and Transdniestria as part of the peace agreement on Ukraine. Such a point is contained in a discussion document circulated by EU diplomatic chief Kaye Kallas among the bloc's member states. The text was read by Radio Liberty.

The document, titled "Europe's Basic Interests in Ensuring Comprehensive, Just and Lasting Peace and Security for the Continent," outlines Brussels' view of the conditions that Moscow must fulfill. In addition to withdrawing troops from neighboring countries, the EU insists on the payment of reparations, demilitarization of Ukraine's occupied territories, refusal to recognize them de jure and an end to Moscow's hybrid attacks against Europe.

A separate section is devoted to internal political changes in Russia: the EU demands free elections with international observation, release of political prisoners, return of deported citizens, abolition of the law on "foreign agents" and assistance in investigating the murders of politicians Alexei Navalny and Boris Nemtsov.

Brussels emphasizes that the security of the continent is impossible without EU participation at the negotiating table. In this regard, the creation of the post of the EU special representative for relations with Russia is being discussed. It is expected that part of the proposals may be put up for discussion by the EU foreign ministers on February 23. At the same time, diplomats note that Moscow has so far rejected key points of the possible deal, including the payment of compensation and the deployment of foreign forces in western Ukraine.
