Provocations have happened more than once.
Azerbaijani President Ilham Aliyev believes that Russia deliberately attacked his country's diplomatic institutions in Kiev. Moreover, it happened more than once.
The head of state said this in a commentary to "Ukrainska Pravda" during the Munich Security Conference, which takes place in February 2026.
Ilham Aliyev on Russian attack on Baku embassy
"There were 3 attacks on Azerbaijan's energy infrastructure in Ukraine, and there were three attacks on the Azerbaijani embassy," the president said.
After the first attack, Aliyev said, it could be assumed that it was accidental, so they gave the Russians the coordinates of Baku's diplomatic missions, but the attacks were repeated twice more.
"Despite this, there were two more attacks. Therefore, it was a deliberate attack on the diplomatic representation of Azerbaijan," the head of state believes.
The Azerbaijani president added that in response, his country made special statements, informed the ambassador and filed a diplomatic note. In particular, Aliyev called Russia's actions an "unfriendly step".
Russian reaction
The Russian Foreign Ministry reacted to Ilham Aliyev's statement, saying it was "surprised" by the statements.
They said that allegedly "when planning strikes, careful control of combat data is carried out to exclude harm to civilians, and the locations of diplomatic missions are taken into account."
