Former director for European and Eurasian affairs at the US National Security Council, diplomat Matthew Bryza said that signals are coming from the White House about Vladimir Putin's more "constructive" position. At the same time, he stressed that the Kremlin's key demands regarding Ukrainian territories remain unchanged.
"Security guarantees have been worked out, but they depend on the decisive issue - the territorial issue," Bryza said in an interview with the Studio West program on the "Espresso".
He said Putin continues to insist on control over the entire Donbass, including the roughly 20 percent of the territory that is not currently under Russian rule. This means the loss of strategic "fortress cities" that are critical to Ukraine's defense capabilities.
Key Emphases
The talks are progressing, but there is no real progress on the main issue - the territorial issue.
The sides agreed to meet again over the weekend in Abu Dhabi, but it is unclear whether this is a real concession or just an imitation.
The Kremlin may be seeking a path to negotiations through domestic pressure: the economy is weakening, the army has lost some 20,000 troops in recent weeks, and mobilization resources are running out.
Bryza also drew attention to the different assessments of U.S. negotiators: special envoy Witkoff, according to allies, is influenced by Putin, while Jared Kushner appears more prepared.
"Russia is not conquering new territories, its economy is weakening and its mobilization resource is melting away. This may prompt the Kremlin to seek a way out of the war," the diplomat summarized.
