Belarusian businessman Valentin Baiko, owner of the Conte Spa company, asked Poland to lift the entry ban on him. The Ministry of Interior and Administration found no grounds for lifting the restrictions. The state portal provides the rationale for the decision, MOST noted.

National sanctions against Baiko were imposed by the head of Poland's Interior Ministry on May 29, 2023, following an application by the head of the Internal Security Agency (ABW). The grounds were Baiko's membership in the so-called Council of the Republic. In this position, the businessman participated in the adoption of laws restricting the rights and freedoms of citizens of Belarus, including the Polish minority.

The Ministry considered that the entry and stay of Valentin Baika in Poland threaten the security of the state and its international position. The businessman's assets in Poland were frozen, while he was included in the list of undesirable persons on the territory of the country. Poland has entered Baiko's data into the Schengen Information System (SIS II), which makes it impossible for him to visit any of the Schengen countries.

On December 17, 2025, the Polish Ministry of Interior and Administration received an application from a law firm in Bucharest (Romania), which on behalf of Valentin Baiko asked to exclude his data from the Schengen Information System. The businessman argued that placing him on the list of undesirable persons was illegal because there was allegedly no substantiation of the threat he posed. Baiko said that the sanctions were discrimination for his parliamentary activities and political affiliation and that the restrictions negatively affected his personal and professional life.

The head of the Ministry of Internal Affairs again appealed for an assessment to the ABW. The agency considered that there were no grounds to weaken or lift the restrictions against Baiko, as he still has strong ties with the Lukashenka regime in both political and business spheres.

The Minister of Interior and Administration agreed with the ABW assessment and upheld the entry ban for Valentin Baiko.
