A New Customs Dispute Is Brewing Between Kazakhstan And Belarus

Astana introduces an additional utilization fee on cars and agricultural machinery from our country.

Kazakhstan will introduce an additional scrappage fee for cars and agricultural machinery imported from Belarus and Russia, the Ministry of Industry and Construction of the republic told RIA Novosti.

"This is due to the fact that when calculating the scrappage duty on cars exported from Kazakhstan to Russia and Belarus, in addition to the rate of scrappage duty established in these countries, the difference in the amount of customs duty, VAT, excise taxes, which were paid in Kazakhstan," - said in the message of the Ministry of Industry and Construction of Kazakhstan.

The Ministry explained that cars manufactured in Kazakhstan are recognized as goods of the EAEU. Accordingly, the application of so-called customs coefficients in Belarus and Russia to cars manufactured in Kazakhstan is illegal.

"Eliminating the imbalance in the rates of scrappage duty between our country and partners in the EAEU, scrappage duty for Russian and Belarusian vehicles will be equal to the payment established in the legislation of the Russian Federation from December 1, 2025," the Ministry added.

The Ministry noted that Kazakhstan also produces agricultural machinery of Belarusian and Russian brands on the basis of license agreements. It is reported that in violation of agreements in Kazakhstan are supplies of finished products, and the increased rate of utilization fee is proposed to establish to prevent parallel schemes in this area.

"Kazakhstan adheres to a balanced and open economic approach, building its policy in the field of scrappage and imports based on a balance of interests of the state, business and consumers, maintaining a predictable regime for domestic production, imports from EEU countries and third countries. This approach demonstrates the openness of the market and the desire for stable and clear rules for all participants", - commented the project Director of the Department of Industrial Policy of the MPS RK Adilbek Bektibaev.
