Ukrainian intelligence has learned the details.

In Russia by the end of 2025, more than 7,000 companies engaged in road transportation were on the verge of bankruptcy or closure due to a sharp rise in costs. This was informed by the Foreign Intelligence Service of Ukraine.

According to the SVR, Russian trucking companies are forced to close down due to a sharp rise in fuel prices and vehicle maintenance costs, as well as due to a decrease in leasing opportunities and higher bank rates.

In particular, last year in Russia, gasoline rose in price by 11% and diesel fuel by about 9%. AI-95 gasoline at Russian gas stations costs an average of 68-69 rubles per liter, while diesel fuel costs 75-77 rubles per liter. This makes domestic transportation in Russia by road uneconomical.

This situation is successfully used by Chinese road carriers. By the end of 2025 they have already occupied about 20% of the road transportation market in Russia. This is facilitated by cheap loans and the use of cabatage legislation.

At the end of 2025, SVR said that in Russia about 30% of small and medium-sized entrepreneurs do not exclude the termination of work in the next six months. One of the main reasons was that Russian banks have cut back on consumer lending. In Russia, state-owned companies are delaying payment to private firms, thereby actually taking out loans for themselves.

Reminder, in the summer of 2025, Russia was hit by a severe fuel crisis. Many regions introduced restrictions on gasoline sales. This was the result of AFU strikes on Russian refineries that supply fuel to the Russian occupation army in Ukraine.
