According to the US President's special envoy, the Russian dictator understands this.
The US president's special envoy for Ukraine, Keith Kellogg, has said that Russia's dictator Vladimir Putin "understands deep down" that he "can't win" in Ukraine. This is reported by The Guardian.
"This is an unwinnable fight for him, long-term. It's not going to happen," Kellogg told the Warsaw Security Forum conference.
He added that European states should sometimes raise the level of risk militarily to respond to "incursions" into NATO countries' airspace.
Kellogg recalled that in 2015 Turkey shot down a Russian fighter jet that had entered the republic's airspace.
"This is what I mean when I talk about raising the level of risk. I know it's dangerous, I understand that. But sometimes you have to ask yourself, where are you headed?" - Kellogg wondered.
