U.S. President Donald Trump's special envoy Steve Whitkoff misreported Russia's position on territorial concessions after meeting with Russian President Vladimir Putin in Moscow on August 6.

This is according to Reuters citing several sources.

The sources said Whitkoff told Trump after meeting with Putin in Moscow that the Kremlin was allegedly willing to offer significant territorial concessions to end the war against Ukraine. Trump, upon hearing this, hailed "great progress" and agreed to meet with Putin in Alaska, noting that a territory swap was on the table.

The diplomatic effort soon devolved into confusion, however. Whitkoff said during an Aug. 7 conversation with European leaders that Putin was willing to withdraw troops from the Zaporizhzhya and Kherson regions in exchange for Ukraine ceding Donetsk and Luhansk regions. Such a proposal "stunned many participants" in the phone call, as it was in sharp contrast to their own assessments of Putin's position.

The very next day, Whitkoff changed his version, saying that the Kremlin had not actually offered to withdraw troops from the two Ukrainian regions, but had only made it clear that it would not demand that the West officially recognize Zaporizhzhya and Kherson regions as part of Russia.

This situation allegedly occurred because Whitkoff broke protocol by traveling to the meeting without a State Department official who normally records the talks, and was left without a record of Putin's exact proposals.

According to Reuters, some U.S. officials, including Trump's Ukraine adviser Keith Kellogg, were unhappy that Whitkoff brought contradictory information back from Moscow at a time when the U.S. was beginning to take a tougher stance on Russian Federation.
